ICAP _is_ older than eCAP.

eCAP goals did not include ICAP replacement IIRC. eCAP solves certain 
ICAP performance problems by replacing communication over TCP 
connections with function calls. Some environments are better off with 
eCAP; others with ICAP. There are many tradeoffs. I wish we had time to 
improve eCAP, but it is being successfully used in some current 
production environments despite its outdated code.
