Squid-4 traditional networking strictly favours IPv6 per BCP17 
specification.

Squid-5 "Happy Eyeballs" uses the fastest responding protocol, with a 
(insignificant) bias towards IPv6.

Under happy eyeballs the apparent preference can switch randomly based 
on remote networks activity and hardware changes.
