[squid-users] missing file to patch

hi i tried to patch
http://www.squid-cache.org/Versions/v5/changesets/squid-5-23da195f75b394d00ddac4fa67ce6895d96292d7.patch

file dose not exist src/ssl/stub_libsslutil.cc  should i ignore this and
consider it an extra mistake in that patch or ??
even i download latest release and dose not exist
