[bug 4674] Regression in squid 4.0.18 (4.0.17 does not have this error)

OS: Slackware linux 14.2 / gcc 4.8.2

Simple config:

delay_pools 1
delay_class 1 3
delay_parameters 1 64000/64000 32000/32000 3000/3000

squid -k parse
