What is the question exactly?
the latest can be seen at:
http://www.squid-cache.org/Versions/

I have asked in the past to have some http api that will redirect to the 
latest squid stable version sources.
I think it will be good to have but for that you should file a bug at:
http://bugs.squid-cache.org/enter_bug.cgi?product=Project%20Services
under "Packages" or "WWW Site" but I am unclear under what exactly it 
should be.
