Squid should not be using either parent really, since neither one has
a secured connection. But the top parent has default set to allow its
ue as a server of last resort.

Please try upgrading. There is a 3.3.8 release available in the sid or
Jesse repositories which should work a little better - there were some
outgoing server selection changes around 3.2/3.3.
