Thanks for the details on where to find Cygwin builds of Squid. I have
updated our wiki entry for Windows to include that.

As for the mskutil problems, you should not have to be patching at
all. Please contact the mskutil developers / support about that problem.

Once you have a working tool, using it to setup for Squid is on topic
here. But we are not the appropriate audience for debugging OS tools
intended for purposes unrelated to Squid. Even debugging Squid is
off-topic relly, but we make some exceptions there.
