[squid-dev] [PATCH] Fetch missing certificates

Patch merged to trunk as r14769.

The new code inside PeerConnector class wrapped inside USE_OPENSSL 
ifdefs. Most of the code uses openSSL Bios and structures.
In any case it is not difficult to reuse the Downloader part of 
PeerConnector if required.
