[squid-dev] [PATCH] ICAP read buffer SBuf conversion

I have tried to build 13996 on both Debian and CentOS.
In debian I have installed build-essential and have tried build-dep for 
squid3 but I cannot bootstrap the latest debian OS.

It tells me to "investigate" what is this?? do I need to investigate how 
to bootstrap the OS?? to me it seems a bit weird that it will not build 
like on ubuntu and CentOS.
