This is the pure get, without proxy.. tcpdumped:
GET /saginternet/resources/bootstrap/css/bootstrap.min.css HTTP/1.1
Host: agendamento.inss.gov.br
User-Agent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:50.0) Gecko/20100101
Firefox/50.0
Accept: text/html,application/xhtml+xml,application/xml;q=0.9,*/*;q=0.8
Accept-Language: pt-BR,pt;q=0.8,en-US;q=0.5,en;q=0.3
Accept-Encoding: none
Connection: keep-alive
Upgrade-Insecure-Requests: 1

The pure reply:
HTTP/1.1 200 OK
Set-Cookie: ACE-STICKY=R1291873686; path=/; expires=Mon, 26-Dec-2016
23:51:26 GMT
Date: Mon, 26 Dec 2016 19:36:06 GMT
Accept-Ranges: bytes
Content-Length: 152264
Content-Type: text/css; charset=UTF-8
X-Powered-By: Servlet/3.0 JSP/2.2
Cache-Control: max-age=0, no-cache, no-store, must-revalidate
