The URL is now http://www.squid-cache.org/Versions/v4/ChangeLog.html and
should be fixed when the mirrors next update.

PS. the 4.x changelog is also available via
<ftp://ftp.squid-cache.org/pub/squid/squid-4-ChangeLog.txt>
