[squid-dev] Build farm failures notification

Hi all,
   currently farm build failures are notified to the NOC list. Does it
make sense? I mean, if a build fails it's not generally due to the
infrastructure, but due to a broken commit
OTOH, it is quite spammy.

What do you think? We have three options IMO:
1. notify failures to squid-dev
2. create a new ad-hoc mailing list
3. notify noc@
